AUSTIN, Texas (AP) ? The Texas Commission on Environmental Quality has promoted its deputy executive director to lead the agency. Zak Covar will become executive director in May, replacing the retiring Mark Vickery. Covar has been deputy director since August 2009. The 36-year-old Covar has also worked as the environmental advisor for Gov. Rick Perry. The commission regulates and oversees environmental issues in Texas. Commissioner Buddy Garcia says Covar has a proven track record and will provide stability to the agency going forward.
